公元前203年，汉将韩信灭了齐国，被刘邦封为齐王，韩信的谋士蒯通分析天下形势后认为韩信是一个举足轻重的人物，劝他不要跟随刘邦而自立为王，可以与楚汉三分天下，认为是机不可失，时不再来。韩信没有采纳蒯通的意见。
