西汉末年，丞相孔光府里府吏卓茂为人十分宽厚，很会人情世故。他因此而做了县令，有人向他报告说亭长收受了他的米肉，他问是主动送礼还是索贿。那人说是主动送礼，法律规定是不能收财物的。卓茂说是主动送的，礼是合乎人情的。
