卖剑买牛的典故

西汉时期，渤海一带农民因饥荒被迫当上了强盗，汉宣帝刘询派70多岁的龚遂任渤海太守。他上任后大力宣传只要从事农业生产不再做强盗的一律不咎既往，他开仓借粮，救济饥民，于是这些百姓纷纷卖剑买牛从事农业生产，安居乐业。
