汉朝后期，宫廷内部腐败，外戚与宦官的斗争一直不断，两派为了拉拢自己的势力，对外滥授官职，所授的官职名目繁多，小商人、厨子等纷纷穿绣面官服。百姓怨声载道并编制歌谣：“灶上养，中郎将。烂羊胃，骑都尉。烂羊头，关内侯。”
