唐朝初年，唐太宗善于任用能人为之服务，经常听从大臣的意见。一次他与文昭商量事情，房玄龄感慨地说：“非如晦莫能筹之。”等到杜如晦来到时，杜如晦立即分析房玄龄的计谋做出决断。他们两人合作得十分融洽，人称房谋杜断。
