苏章是东汉时扶风人。他当冀州刺史时，与属下清河郡太守是同窗好友。有一次，苏章巡察到了清河郡，查知郡守贪赃枉法，而且证据确凿。晚上苏章请清河郡守来吃晚饭。席间，郡守见苏章和他叙述往日的情谊，渐渐地将紧张的心情放下了，说：“人人头上都只有一个青天，而我却有两个。”苏章说：“今天喝酒，全是私交；明天办案，却是公事，这是不能混为一谈的。”第二天在公堂上，苏章在历数了清河郡守的罪行后，依法将他免职了。
