（1023—1101）宋润州丹阳人，字正仲。仁宗庆历六年进士。修洁自重，为欧阳修、吕公著、赵概所知。英宗朝，历太常礼院。素与王安石交厚，神宗熙宁中安石执政，论事不合，即不来往。元丰初除国史编修官、修起居注，累迁知开封府。哲宗朝，历尚书右、左丞，吏部尚书。时朋党论炽，存进言恐滥及善人，忤任事者，出知杭州。以右正议大夫致仕。参与编著《元丰九域志》。
