（1830—1904）清江苏常熟人，字叔平，晚号瓶庵居士，又号松禅。翁心存子。咸丰六年一甲一名进士，授修撰。同光两朝皆为帝师。历内阁学士、左都御史、刑、工部尚书，官至军机大臣，总理各国事务大臣、协办大学士、户部尚书。参机务。中日战争时，与李鸿藻主战。和议起，力争改约稿。戊戌间以赞助新政罢官革职，交地方官严加管束。卒于家。宣统元年复原官。工书法，著有《瓶庐诗文稿》、《翁文恭公日记》
