龚锡圭(?一1928)，字成卿，一字竞立，号笑狂。清末民国间无锡人。年24入邑庠。屡试未售。辛亥革命后从同学、江苏都督庄蕴宽任幕僚长。嗣以宦海风波险恶挂冠归隐，绝意仕进。著有《竞立斋诗》。
