王树楠，河北高阳人，1931年7月加入中国共产党，1938年12月入伍。历任队长、政委，冀中军区八分区独立营主任，科长、副部长，军分区政治部副主任、主任，军分区副政委、唐山军分区政治委员等职。副军职离休干部。 2008年1月1日在唐山逝世，享年99岁。是中国近代著名边吏，一生致力于中国西部开发，锐意改革，兴利除弊，积极促进社会近代化，引进推广先进技术机器设备，改革金融货币，兴办教育，推动新疆近代第一次开发建设高潮；治学涉足广博，参与编撰《清史稿》、《新疆图志》等一系列巨著，在社会上和学术界产生深远影响。
