戴敦元（1767—1834），字金溪，号吉旋，浙江开化人。清代官员，学者。幼时阅书过目不忘，有神童之称。乾隆五十八年进士，由刑部主事累迁刑部尚书。官刑部十年，专治刑狱，于律例罅漏之处，数奏请更定，卒谥简恪。有《戴简恪公遗集》。
