窦参（733～792年），字时中，中唐大臣。平陵（今陕西咸阳市秦都区西北）人。工部尚书窦诞之玄孙。以门荫累官御史中丞。参习法令，通政术，“为人矜严悻直，果于断”。唐德宗时以为宰相，“阴狡而愎，恃权而贪”，因故贬至柳州（今广西柳州市），宣武节度使刘士宁送给窦参绢五十匹，湖南观察使李巽上疏检举他“交通藩镇”。德宗怒欲杀之。陆贽替窦参说情，才未被杀，贬作郴州（湖南省郴州市）别驾（总秘书长），隔年，再贬驩州（现越南荣市）司马。不久赐死。全部家产、奴仆送至长安，连头上戴的发簪也充公。
