（1035—1106）建州浦城人，寓居苏州，字子厚。仁宗嘉祐四年进士。神宗熙宁初王安石秉政，擢为编修三司条例官。察访荆湖，用兵溪洞，拓境数百里，置沅州。元丰二年参知政事。坐事罢知蔡州，徙陈、定二州。哲宗即位，高太后听政，除知枢密院事。与司马光力辩免役法不可废，为刘挚、苏轼等所劾，黜知汝州。哲宗亲政，起为尚书左仆射兼门下侍郎，引用蔡卞、蔡京等，倡“绍述”之说，尽复青苗、免役诸法。排挤元祐党人，报复仇怨，株连甚众。又反对还西夏故地，断绝岁赐，战争重兴。哲宗死，力阻议立徽宗。及徽宗立，累贬舒州团练副使、睦州居住，徙越州、湖州。
