冯溥是冯氏文学世家中官阶最高者，他生当明清交替之际，顺应时势，入仕清廷，历顺治、康熙二朝。他处事虽机敏圆润，但也持正敢言。康熙年幼登基，鳌拜等四大臣专权朝政，骄横跋扈，任意诛戮大臣，朝廷官员尽缄其口，惟冯溥持正不阿，敢于谏言。
