王冷斋（1892—1960），福建闽侯人。1935年冬，任北平市政府参事兼宣传室主任。1937年1月，兼任河北省第三区行政督察专员兼宛平县县长。卢沟桥事变爆发时，与日军据理力争。1946年1月，远东国际军事法庭审判日本战犯时，王冷斋前往东京出庭作证。新中国成立后，任第二、三届全国政协委员，北京市文史馆副馆长，中央文史馆馆员。1960年病逝。
