翁洮，字子平，号青山，晚唐睦州寿昌人，约生活于唐文宗至唐昭宗朝，准确生卒年代待考。于唐僖宗光启三年(公元887年)登柳玭榜进士第，官授礼部主客司员外郎兼殿中侍御史。退居不仕。朝廷徵之，洮作《枯木诗》以答诏。帝嘉慕不已，复遣使赐以曲江鱼。宋理宗追谥善庆公。洮工诗，今存于《全唐诗》者，仅十三首。
