唐朝人，曾任登州刺史。窦叔向之子，家中还有四位兄弟：窦常、窦牟、窦群、窦巩，窦氏一老五小俱以诗驰声当代，且与同时名仕常衮、包佶、元稹、白居易、韩愈、韩皋、房孺复、韦夏卿、武元衡、裴度、令狐楚等过从友善，多有酬唱，著有《窦氏联珠集》。《全唐诗》收有其诗作二十一首。
