东平（今属山东）人，南京教官。生平未详。绍圣间，李孝美作《墨谱法式》，元膺为序。又蔡京翰苑，因赐宴西池，失足落水，几至沉溺，元膺闻之笑曰：“蔡元长都湿了肚里文章。”京闻之怒，卒不得召用。据此，元膺当为哲宗、徽宗时人。《乐府雅词》有李元膺词八首。
