寒城猎猎戍旗风，独倚危楼怅望中。

译文
我独自一人倚偎高楼怅然远望，无限寒意的边城戍旗飘扬猎猎生风。
万里山河都是大唐的土地，在这土地上千百年来有多少戍边英雄为国献身捐躯。
边疆的愁苦不忍心去倾听，以往的事情不堪去询问。
最好脱掉文人的帽子去当一个武官，拿起武器去保卫国土立功边疆。
注释
夏州：即赫连勃勃修建的统万城，北魏置夏州，唐为朔方节度使所辖。又名榆林，城在无定河支流清水东岸；紧倚长城，向来以险隘著称。故址在今陕西省靖边县境内。
猎猎：风声。
戍（shù）旗：要塞戍之旗。
危楼：高楼。
唐土地：指包括夏州在内的唐朝广阔国土。
千古魂魄（pò）晋英雄：晋朝时期，北方大乱，五胡乱华，先后建有十六国，其中匈奴人、大夏世祖赫连勃勃，就是夏州城建城之人（当时叫做统万城）。大夏建国后，晋朝和大夏国的赫连勃勃作战于统万城，边塞战士死伤阵亡极多。
离心：别离之情。
边马：边塞地区的马。
塞鸿（hóng）：边塞的大雁。塞鸿秋季南来，春季北去，故古人常以之作比，表示对远离家乡的亲人的怀念。边塞鸿雁可以寄书，古人有“雁足传书”的故事。
儒冠：儒生戴的帽子，表明他们的身份，但不一定有特定社会地位。
校尉：武职名。隋唐为武教官，位次将军。
六钧（jūn）弓：钧是古代重量计量单位之一，一钧相当于三十斤，六钧即拉力一百八十斤，用来比喻强弓。

登夏州城楼创作背景
诗人曾登边城夏州城楼，看到战乱给国家带来的危害，心中无限调怅，并由所见的唐代万里河山追念到晋代将士为国捐躯的赦身精神，不由得心潮激荡，作下这首诗。

登夏州城楼鉴赏
这首诗首联，落笔即写登楼所见，一幅边地典型画面呈现读者面前。这边城耸立在苍莽的崇山峻岭之中，寒风劲吹，城楼旗幡被风吹得噼啪作响。“怅望”二字表明诗人正受着周围环境的感染，心中正蕴涵着一股抑郁之气。
颔联，诗人“怅望”着这块苍莽的土地，便自然想起与之相关的历史。不禁感叹大唐帝国幅员辽阔，三晋之地英雄辈出。两句诗写得极有气魄，它纵横千万里，上下千余年，尽收入诗人的诗思画意之中。
颈联，“离心不忍听边马，往事应须问塞鸿”，写诗人的思绪从遥远的往事，回到了眼前的现实，充斥于诗人眼前耳边的是萧萧的马鸣和翱翔天际的塞鸿。“离心”，即离愁别绪，说自己宦游在外，心中已充满着离愁，实在不忍听那边马悲鸣之声。下句是说自己的坎坷往事，应随着塞鸿而远去。
尾联，“好脱儒冠从校尉，一枝长戟六钧弓”，将调子再度昂起。诗人表示，要把自己的儒冠脱去，穿上盔甲，手持弯弓长戟，做一名边关戍卒，要在边关上建功立业。这两句虽只罗列了兵器名称，却好像有千钧之力，掷地有声。语流轻快而豪气勃勃，活脱脱一个投笔从戎的班超再世。
诗人这首七律诗写的是登临边城，触景生情，抒发了追慕往昔英雄豪杰，欲投笔从戎，建功立业的心情。这首诗写得极为沉着有力，诗歌的脉胳起伏有致。笔力豪劲，感情深沉，是诗人诗歌中颇为难得的一首好诗。

罗隐（833-909），字昭谏，新城（今浙江富阳市新登镇）人，唐代诗人。生于公元833年（太和七年），大中十三年（公元859年）底至京师，应进士试，历七年不第。咸通八年（公元867年）乃自编其文为《谗书》，益为统治阶级所憎恶，所以罗衮赠诗说：“谗书虽胜一名休”。后来又断断续续考了几年，总共考了十多次，自称“十二三年就试期”，最终还是铩羽而归，史称“十上不第”。黄巢起义后，避乱隐居九华山，光启三年（公元887年），55岁时归乡依吴越王钱镠，历任钱塘令、司勋郎中、给事中等职。公元909年（五代后梁开平三年）去世，享年77岁。
