戚纶（954年～1021年），字仲言，祖籍宋州楚丘县，生于宋州宋城县睢阳学舍。睢阳学舍执教戚同文之子。太宗太平兴国八年（983年）进士。历知州县，入为光禄寺丞。宋真宗即位，除秘阁校理。景德元年（1004年），拜右正言，龙图阁待制。二年，预修《册府元龟》。进秩左司谏、兵部员外郎。大中祥符三年（1010年）出知杭州，徙扬、徐、青、郓、和州。天禧四年（1020年）冬，戚纶由于患病请求回归故里，改任太常少卿，分司南京。天禧五年（1021）因病去世，终年六十八岁。有文集二十卷，已佚。
