（1038—1114）洪州人，初名居实，字敦老。仁宗嘉祐八年进士。神宗熙宁、元丰间，历武安节度推官、提举河北常平、京都转运副使，擢京都转运使。奉行新法，工于算计，收盐铁羡息钱数百万；于莱芜、利国两监铸钱，岁得十万缗；又请铸大铁钱二十万贯佐陕西军需，累受褒奖。哲宗元祐初被劾以苛刻聚敛，贬成州团练副使、黄州安置。起为江淮荆浙发运使，进户部尚书，知开封府。徽宗朝累官尚书右丞、中书门下侍郎、知枢密院事。出知洪州卒。
