（1020—1080）京兆万年人，字乐道。仁宗庆历二年进士。嘉祐初为监察御史里行。以论事不当出知蔡州，复以右正言召。赞韩琦决策，立英宗为皇子。英宗立，加知制诰，进龙图阁学士、知永兴军，召为太子詹事。神宗立，迁枢密直学士，拜御史中丞。初受知于韩琦，骤加奖拔，至是料神宗必易置大臣，欲自规重位，遂力攻韩琦。出知陈州。入权三司使，为吕公著劾罢。卒谥文恪。有文集及《奏议》、《诗说》等。
