潘若冲，早年事楚马氏（《沅湘耆旧集》卷一七）。宋太宗太平兴国初，官于桂林（《诗话总龟》前集卷二六引《雅言杂载》）。六年（九八一），以右赞善大夫授维扬通理（《骑省集》卷二六《崇道宫碑铭》）。雍熙初，知零陵（清嘉庆《零陵县志》卷一四）。今录诗五首。
