宋潭州衡山人，字梦符。仁宗庆历六年进士。一作皇祐进士。为临武尉，改桂林丞。廉谨俭约，取与不茍。居官十年，布衣蔬食，无异寒士。有同年生访之，舆从绮丽，友彰饭以蔬粝。客去，其子以贫约为羞，友彰以“寇准位兼将相，而宅无楼台”诲之，并作诗有“遗汝不如廉”之句，为人传诵。
