杨承祖，字庆袭，漳州龙溪（今福建漳州龙海市）人。汝南孙。以祖荫入仕，调邕州司理参军，再调循州推官。宁宗嘉泰四年（一二○四），知安溪县（明嘉靖《安溪县志》卷三）。复通判循州，摄知惠州。嘉定间知新州（清道光《广东通志》卷一六）。十五年，由知梅州任罢（《宋会要辑稿》职官七五之三一）。归作归耕亭，日游其间。明嘉靖《龙溪县志》卷八有传。今录诗四首。
